This number has called my home a dozen times in 24 hours. Once, they asked for me by name. The other times, the caller simply hung up. When I return the calls, the phone rings twice, then rings busy. I called my phone provider and they said I can't block numbers that are not withheld. This is clearly some sort of scam.

scam - they are asking for money, saying I owe them money. They are calling from India using American names and threatening law suits. I don't owe anyone any money. They are scammers, look out.

Dept of Crime Prevention and I owe $1100 for a payday loan. Sheriff is coming to my job and arrest me.

Stop calling me, I do not want to be solicited over the phone for insurance or anything else

HAVE RECEIVED A CALL FROM THIS NUMBER ALMOST EVERY DAY FOR OVER 3 MONTHS. HE DOES NOT IDENTIFY HIMSELF, ASK FOR ANY ONE OR, GIVE A REASON FOR THE CALL. HE JUST SAYS CALL OUR LAW OFFICES, GIVES A NUMBER AND AN ALTERNATE NUMBER FOR HIS SECRETARY. THE ONE TIME I CALLED I COULD NOT CONNECT. THIS IS GETTING EXTREMELY ANNOYING.

This stupid business phone number has been worrying me to give him my credit card to run for some stupid charges...

According to NANP this is clearly a spoofed CID. There is no such rate center starting with 200. CID is easily spoofed and it is best to either blacklist the CID (once again CID can be spoofed easily) or just do not answer calls in the 200 "rate center" range - 201 is however legit.
